MAPA 2008 REGIONAL SERVICE AWARD: City of
Blair
The MAPA 2008 Regional Service Award was
presented to the City of Blair, a city that has been a willing partner in the
effort of two smaller communities in Washington County to improve their
wastewater treatment. For smaller communities, it is not only the cost of system
installation or improvement and maintenance that can be prohibitive, but the
cost of compliance with federal regulations can be out of the question. Blair
worked with Fort Calhoun and Kennard to develop agreements for systems that
would transfer their cities’ wastewater to Blair for proper treatment and
disposal. Agreements with both towns have been signed and work is underway. The
systems will provide long-term cost savings for the two towns as well as
efficiencies of scale. Blair also installed a one-million gallon water tower in
conjunction with the Papio NRD rural water project and shared the NRD line to
connect Blair with MUD in Omaha. This gives Blair an emergency supply of water,
which enables Blair to provide water to the NRD for its rural water customers as
well as to Kennard.
MARKING PREMISES
It is hereby made the duty of the owner,
agent, lessee or occupant of any principal building in the City to place or
cause to be installed and maintained on all buildings and premises which are
used for residential, commercial or industrial purposes a proper number in a
conspicuous place as near as possible to the main entrance thereto so that it is
plainly visible from the street extending in front of said building. In the case
of a building or premises that contains occupancy by multiple parties and is
served by separate or individual exterior doors, the apartment or unit number(s)
or range of numbers must also be installed and maintained on the building along
with the assigned address number so that both are plainly visible from the
street extending in front of said building and placed in a conspicuous place
near as possible to the appropriate entrance thereto. The figures of each number
shall be not less than three (3") inches in height. Each figure shall be
plain, legible and of a contrasting color with its background upon which they
appear and shall be maintained in such condition at all times.
